Constitutional identity

The territory retains its distinct legal register. Canberra is inland; Jervis Bay provides its maritime connection. Geographic proximity to New South Wales does not make the territory part of that state, while shared service arrangements do not turn it into the ACT.

The fleet complex supports concentration, training, logistics and protected port infrastructure. It complements the principal carrier and submarine bases at Sydney and Fremantle. A national port role does not require every commissioned carrier to be permanently stationed there.

Community and administration

Jervis Bay Village and the territorial administration provide the civilian centre. Wreck Bay’s Indigenous community and custodial rights remain part of the equal-rights and public-land framework. Local services, schools and housing share the national priorities. Representation is maintained through the territorial statutory roll in both houses.

Environment

Training, harbour access and infrastructure are planned alongside coastal habitats and community requirements. Military importance does not eliminate responsibility for water quality, maintenance and protected land.
