Admission

The 2020 Act incorporated Singapore as a separate jurisdiction of the CGSC. Singapore’s island status satisfied the geographical scope of the Swell Act. The union did not incorporate Malaysia, neighbouring Indonesian islands or all waters of the Malacca Strait. National defence and external affairs became federal responsibilities.

Government and communities

Singapore retained its legislature, city administration and local institutions as a full state. English, Mandarin, Malay and Tamil remained important public and heritage languages. Established residents of every ancestry retained equal legal protection. Equivalent prior military or public service was recognised for citizenship and adult benefit eligibility; completed qualifying records did not require repetition solely because of accession.

Port and industry

The city’s port, electronics, engineering and financial activities became part of the distributed national economy. It supplied a forward national naval location alongside the principal home bases in Sydney and Fremantle. Malaysian and Vietnamese host-state facilities remained outside Commonwealth sovereignty.

Public services and status

Singapore achieved statehood immediately on accession in 2020. Its developed healthcare, education, courts and administration satisfied the independent viability assessment. Its 2020 planning population remained six million, included in the national total of 100 million. Schools, healthcare, housing, power and water followed the common public-priority framework.
